The Project of Implementation Management and Import/Export Permit Reviewing for Toxic Chemical Substance

The core of this project is to cooperate with the amendments direction and contents of Toxic and Concerned Chemical Substances Control Act (TCCSCA), including international chemical substances management regulations, review domestic management system of Toxic Chemical Substance (TCS). To ensure the domestic management system meets the international trend and internal practice, the toxicological information of 341 TCSs, gathering regulations from The United States, European Union, 4 International Conventions such as Stockholm Convention, and etc. has updated completely this year. Additionally, to clarify domestic management mechanism, in-depth understanding of actual flow of two-component paint, resin, glue, and contained concentration of methyl isobutyl ketone in model toy paint, solvent commodities, and so on, had been done by telephone survey. At the same time, strengthen commodity management by cooperating with Bureau of Standards, Metrology and Inspection, to ensure consumer rights and strengthen product safety. On the aspect of TCS border management, this project has assisted dealers to apply for TCS import permits and has accepted 716 cases of application, including 575 cases issued, the main chemical products applying are mostly listed by the product classification number 3808.92.20.90-4(other bactericide finished product) accounting for 58.26% as the most, following by the product classification number 3808.91.90.00-9(other pesticide finished products); in addition, in accordance with the announcement on August 25, 2020, "Restrictions on the Import of Mercury-Containing Products", the project has assisted importers to complete the application for permits of mercury-containing products, and has established the management side review system in October. To improve the accuracy of the declaration data for the release of TCSs from operators, the 2019 declaration data of 30 TCSs specified in Toxic Substance Release Calculation Guidance has been reviewed, and published the complete document. Total 802 dealers’ declaration data has been reviewed this year. At the same time, providing the list of 449 companies with doubt on their declare materials for local environmental protection bureau to conduct on-site inspections or provide guidance. In addition, for those who had the largest number of year 2019 declarations, those who had operated more types of TCSs in the factory, and those who did not understand the release declaration methods and details, 20 on-site counseling sessions have been conducted. The sessions mainly explained the calculation method of process exhaust gas which was most often reported incorrectly, and provided guidance for each industry according to their process conditions, allowing the released declaration data more in line with the actual situation. Meanwhile, cooperating with legislation amendments, this project has adjusted multiple functions of Toxic and Concern Chemical Substances System, including coordinate with the TCS certificate consolidation, complete amended the certificate coding principle in May, consolidate valid certificates of TCSs, adding new system functions such as entrusted storage management network annotation function, building information disclosure platform, and so on; according to the announcement of the first concern chemical substance, Nitrous Oxide(N2O), this project has completed the certificate application, declaration and related management system functions of concerned chemical substances, and provide system on trail before the announcement, so that the users could be familiar with the system, and could get started easier after the official announcement. In addition, in order to enable users to solve system operation problems and related provision problems efficiently, the project continually provides 6-line consultation telephones, with an average of about 1,400 assistances per month. As the first-line of user consolation channel, 30 operator seminars, 1 EPA seminar, and 1 business review meeting were held to assist TCS operators and administration department to be more familiar with TCS system and related regulations.
